The Affordability Challenge: Inclusionary Housing and Community Land Trusts in a Federal System

Inclusionary housing and community land trusts (CLTs) are two mechanisms used to increase the stock of affordable housing. This article examines the potential of these mechanisms to provide long-term (“durably”) affordable housing in the United States, where there is strong local government and significant competition among local jurisdictions. In particular, it assesses the role of land value capture in enabling these mechanisms to provide for such housing.
